Question on goodness of society with respect to time.

I am not very familiar with the details of Buddhism.

1. I was wondering if Buddhism answers whether humans are becoming more good or more evil.
2. If humans are becoming more good, then would being reincarnated in the past mean the soul was not pure enough for being reincarnated in the future?
